 CARC recognizes these individuals and organizations for their achievements in 1986:

 The Honourable David Crombie, former Minister of Indian Affairs and Northern Development, for his insistence that northern constitutional development recognize the need for both effective systems of public administration and the special role of aboriginal peoples.

 The Honourable Tony Penikett, Yukon Government Leader, for his work to revive the Yukon economy and to initiate a long-term study of the territory's economic prospects for the balance of the century.

Hans Pavia Rosing, for his leadership during two terms as president of the Inuit Circumpolar Conference.

 Mary Simon, for her efforts on behalf of the Inuit Circumpolar Conference to create a comprehensive arctic policy, and for her election as the first Canadian president of the ICC.

 Murray Coolican, in his capacity as Chairman of the Task Force to Review Comprehensive Claims Policy, for developing a set of clear and thoughtful recommendations to guide federal government decision making.

The late Bishop Omer Robidoux, for his unswerving commitment to the welfare of the North and northerners.

 The Tungavik Federation of Nunavut, Dene/ Métis Land Claims Secretariat, and territorial and federal land claims negotiators, for successfully concluding agreements on wildlife rights and management after a long period of deadlock.

 The Honourable Tom Hockin and the Honourable Jean-Maurice Simard, for their recognition of Canada's northern dimension in the Report of the Special Joint Committee on Canada's International Relations.

 The Polar Continental Shelf Project, for 25 years of multi-disciplinary scientific research that has added greatly to our knowledge of the northern environment.

 The Government of the Northwest Territories, for its imaginative and popular pavilion at Expo 86 in Vancouver.
