In the autumn of 1953, the supply ship C.D. Howe left the tiny northern Quebec settlement of Port Harrison bound for Craig Harbour on the southernmost tip of Ellesmere island.  Thirty-three Inuit -- men, women, children -- along with sled dogs and supplies, were on board.  Thus began a tragic chapter in Canada's quest for sovereignty over the High Arctic.
